This page contains information about the identifiers and credentials that are needed to send notifications from Procountor. The following picture illustrates the various different channels for different kinds of information:
Incomes Register certificate
Incomes Register certificate is needed when sending salary notifications (earnings payment report and employer's separate report) in 2019. These notifications concern only salaries and travel expenses.

Katso credentials can be saved to Procountor – this way they don’t have to be entered every time when sending the notification.
Katso credentials are used with Procountor’s technical interface until further notice.
If a specific notification can’t be sent from Procountor, it must be sent to the receiver’s own service (for example the Incomes Register or MyTax). There are several different methods to log in to these services: bank identifiers, mobile ID and certificate card. If necessary, the user must have Suomi.fi e-Authorization in order to make the notifications.

Suomi.fi e-Authorizations are used in situations where the accounting office does not have a direct linkage to the Finnish Tax Authorization from their program in use (compared to Procountor). In these situations, the notifications are sent through the receivers’ own services (for example MyTax or Ilmoitin.fi). Suomi.fi e-Authorizations are therefore not going to be used with Procountor later either.
Making notifications after 2019
Changes to the technical interfaces are underway by the Finnish Tax Administration: the Katso credentials will be going out of use in the future. However, the Katso credentials are in use for the time being. For the foreseeable future the new identifying method under development is going to be similar to the Incomes Register certificate.
