This page contains information about the identifiers and credentials that are needed to send notifications from Procountor.
The following picture illustrates the various different channels for different kinds of information until the end of 2020, when Katso credentials are still in use:
Katso credentials are no longer supported after 2020. The following picture illustrates the sending of notifications from 2021 onwards:
Incomes Register certificate
Incomes Register certificate is needed when sending salary notifications (earnings payment report and employer's separate report) in 2019. These notifications concern only salaries and travel expenses.
More information about the certificate:
- Certificate for reporting to the Incomes Register (Procountor’s manual)
- Certificate (The Finnish Tax Administration)
Katso credentials can be saved to Procountor – this way they don’t have to be entered every time when sending the notification.
Katso credentials are used with Procountor’s technical interface until further notice.
The implementation of Suomi.fi e-Authorization is scheduled to be released in the version update of October 2020, on 17.10.2020.
Katso credentials go out of use on 31.12.2020. Suomi.fi e-Authorization replaces Katso credentials. It should be noted that old Katso credentials do not automatically transfer into Suomi.fi e-Authorizations.
Both Katso credentials and Suomi.fi e-Authorizations can be used until the end of 2020. However, it should be noted that the authorities may not grant new Katso credentials after 1.11.2020.
A certificate is needed for the company or the accounting office that uses software with a technical interface towards the authorities. Initialization of the interface can be only done by a person who has an authority to sign documents individually on behalf of the organization. If the initialization is made by an accounting office or some other outsourcing partner, the accounting office or other outsourcing partner needs a valid mandate and authority to operate on behalf of the client(s). The accounting office or other outsourcing partner can use the same certificate with all their clients.
If there already is a certificate that can be used to sent reports to Incomes register, there is no need to fetch a new certificate in order to send reports (such as tax return for self-assessed taxes or income tax return) to MyTax from the beginning of the year 2021.
If a specific notification can’t be sent from Procountor, it must be sent to the receiver’s own service (for example the Incomes Register or MyTax). There are several different methods to log in to these services: bank identifiers, mobile ID and certificate card. If necessary, the user must have Suomi.fi e-Authorization in order to make the notifications.
The website of Suomi.fi contains more information about e-Authorizations.
