The function Employee’s annual salary summary can be used to create a summary of annual salary information, which is sent to the employee in question.
The Specification by employee function cannot be used to generate the annual notification for payments to persons with limited tax liability in Finland (VEROH 7809).
Please note that you are only able to edit or send current or previous year's notification.
Select the notification year from the menu first. Next, select the employee groups for which you wish to create the notification. You can select more than one group. From the list on the right, select the persons for whom you wish to generate the notification. The Select all button selects all persons on the list. Note! Persons defined as Inactive cannot be selected for the list, even if they had been paid a salary in the target year. It is advisable to create a group called “Former employees” and not mark the persons as Inactive until after the creation of the annual notifications.
A user must have complete access rights to both Salaries and Notifications in order to create notifications.
The employees for whom notifications have already been created are displayed at the bottom of the page, along with the dates, creators and statuses of the notifications (Unfinished, Sent, Invalidated, Deleted, Replaced). More than one notification can be created for a single employee (e.g. if the person in question has been paid a salary from a full-time occupation for part of the year and a salary from a secondary occupation for the remainder). In this case, some of the identification details of the notifications will be different, for example the salary type.
Once you have selected the persons to be included in the notification, click on the Create notification button, which will open the specifications by employee. If the selected group includes employees for whom notifications have already been created and not subsequently invalidated, the program will notify you of this.
For specifications in new notifications, the program calculates the data of all salary slips and travel and expense invoices paid during the target year (statuses Paid and Marked paid).
As the salary type, the program suggests either P – Salary from full-time occupation, 1 – Salary from secondary occupation, PY – Entrepreneur’s salary from primary occupation, 1Y – Entrepreneur’s salary from secondary occupation, or H – Compensation for work, depending on the current information in the employee’s salary data items Base salary, Tax card type and Pension insurance.
Below is a listing of control data items and salary types that are automatically chosen in Specification by employee based on the control data items:
- When the employee’s tax card is some other than Tax deduction card for additional income = P – Salary from full-time occupation
- When the employee’s tax card is Tax deduction card for additional income = 1 – Salary from secondary occupation
- When the employee’s pension insurance type is Self-Employed Persons’ Pensions Act (YEL) and tax card is some other than Tax deduction card for additional income = PY – Entrepreneur’s salary from primary occupation
- When the employee’s pension insurance type is Self-Employed Persons’ Pensions Act (YEL) and tax card is Tax deduction card for additional income = 1Y – Entrepreneur’s salary from secondary occupation
- When the employee’s salary type is Commission without pension information = H – Compensation for work
Note! Kilometer allowances, daily allowances and meal compensations will automatically only include the invoice rows that have been retrieved for the travel or expense invoice from the product register. Manually entered kilometer allowances, daily allowances and meal compensations must be calculated separately and added manually to the appropriate fields. The employee-specific details of all travel and expense invoices paid during the year can be viewed on the Product quantities (travel and expense invoices) report.
Unlike other expense compensations, travel expense compensation for construction services is processed on the salary slip, and there is a specific salary type, Travel expense compensation of construction services, for this compensation type. Using this salary type will automatically enter the information in Section 56 of the annual notification. If you wish to automatically include the details of normal kilometer allowances, daily allowances or meal compensations in the correct section on the annual notification, you must use the travel or expense invoice receipt type in Procountor and select the product in question from the product register.
If you have selected the salary type H (Compensation for work) on the specification by employee, kilometer allowances and daily allowances will be presented in section 14 (Amount of salaries/payments).
The following information will be imported to section 36 of the annual salary report by default:
- Salaries paid during the year to persons with a Salary info of pensioner/minor
- Salaries paid before or during the month the person turned 16 years of age
- Salaries paid after the month the employee turned 68 years
Information in fields with statuses of Not saved or Unfinished can be edited freely. The entered information is not verified in any way and it does not affect information in other fields. There is a Help button after each field. Clicking on this button will open a window describing the information that is reported in the field.
The Save button saves the information. Saving the specification for the first time will assign it a status of Unfinished. Unsaved information will be lost when you click on the Close button.
The Previous and Next buttons can be used to navigate between the specifications of different employees without losing unsaved information.
Clicking on the Invalidate button will invalidate the notification being displayed. You can only invalidate Unfinished notifications.
Clicking on the Send button will send the currently displayed notification to the Finnish Tax Administration electronically. Sending notifications requires personal Katso credentials and the right to sign the company name or authorization from a person with said right. Accounting offices, for example, require authorization from their customers. The notification is sent by clicking on the Send button. The button is only active on notifications that have not been invalidated or sent. By sending the notification, the notification’s status will be set as Sent, after which the notification can no longer be edited.
Clicking on the Show button will display the notification in printable form. After clicking on the button, you can select HTML or PDF as the notification’s format. This printout is not official and is not accepted by the Finnish Tax Administration.
If the expected information is not included in the notification, you should check the following:
Have salary slips been created during the year in question for the person using Procountor?
Do all of the year’s salary slips have statuses of Paid or Marked paid?
- Are the salary slips’ paydays in the target year? Information for the specification by employee is compiled on the basis of paydays, i.e. if a payday falls on the following year, the information of that salary payment will be included in that year’s notification.
- Has the product register been used in entering kilometer allowances and daily allowances?
If the products have been entered manually, the allowances will not be included in the annual notification automatically. You can check the data by running the Product report. You should include kilometer allowances and daily allowances in the Entered manually group in the report. If the Product report shows a different figure than the annual notification, you can correct the figures on the notification manually.
You can view, edit, invalidate and send made notifications from the list at the bottom of the page. The columns “Sent” and “Archive number” indicate when the notification has been sent by the program, and the archive number can be used to make sure that the Finnish Tax Administration has received the notification.
Select the notifications you wish to process from the list. You can use the Shift and Ctrl buttons or the Select all button to make the selections. By default, the list does not include invalidated notifications, but these can be included by clicking on the Show invalidated button.
The Show button opens the Specification by employee page, on which you can edit notifications with a status of Unfinished. Invalidated, Sent, Deleted and Corrected notifications cannot be edited.
By using the Send deletion notification button, you can send the Finnish Tax Administration a deletion notification, if some of the identification details were incorrect. (For more information, see Correcting a notification below.)
Clicking on the Invalidate button invalidates the selected notifications. You can only invalidate Unfinished notifications.
Clicking on the Send button will send all selected notifications with a status of Unfinished electronically to the Finnish Tax Administration. Sending notifications requires personal Katso credentials and the right to sign the company name or authorization from a person with said right.
Clicking on the Printable ZIP package button will generate a ZIP package containing the selected notifications in printable PDF format. This printout is not official and is not accepted by the Finnish Tax Administration.
The Summary of sent announcements button provides an Excel summary of sent specifications by employee. The summary only includes the latest notifications submitted. It does not include Deleted, Replaced or Unfinished notifications.
Correcting a notification
From payment year 2016 onwards, each new specification will replace the previous specification. A new specification must include all the information of the employee, including information that was correct in the original specification. A replacement notification should only be submitted on employees whose original information was incomplete or incorrect.
As a new notification will always replace the previous version in the new correction procedure, an employee can only have one notification submitted with the same identification details.
Identification details include the following:
- Payer’s personal identity code / business ID
- Recipient’s personal identity code / business ID
- Year of payment
- Type of payment
- Month of payment of compensation
If the identification details contain an error, you first need to delete the incorrect information and then submit a new notification. You can delete incorrect information by selecting the erroneous notification and pressing the Send deletion notification button.
If the error is not in the identification details but somewhere else in the notification, you can send a replacement notification. When you send a new notification with the same identification details, the status of the original version becomes Replaced.
